The U.S. Senate passed legislation Wednesday that would nullify U.S. tariffs on Canada, less than a week after Donald Trump said all trade talk with its northern neighbour are terminated.

Take away his ability to implement tariffs at all. That should be up to Congress along with things like declaring war.
